  The tower is a little old and could maybe stand to have someone with a power washer give it a once over, but the view from the top was beautiful. Getting a photo from through the windows up top is difficult as most of the windows are pretty dirty and on the small side. I don't think I would pay for this separately, but as part of the japonese gardens and the castle tour, I would definitely include this as well.
